About Project
The Asian Development Bank (ADB) and the Government of Viet Nam (GOV) through our Ministry of Planning and Investment (MPI) as the project’s Executing Agency (EA) is implementing a technical assistance (TA) project, TA 6734-VIE: Public-Private Partnerships, Private Sector Development, and State-Owned Enterprise Reform A component of the project is Women-Focused Research and Capacity-Building. The TA was conceptualized based on a view that infrastructure is a significant government priority, but there is little information as to how infrastructure and private sector development should be pursued to meet the needs of women, ensuring that these are gender responsive and ethnic inclusive. In response to this concern, a Gender and Infrastructure Study is identified by ADB as one major task, and the findings are expected to further support MPI in terms of policy advice to adjust Public-Private Partnership (PPP) policies and conceptualize solutions to Viet Nam’s infrastructure needs.
The Gender Research Study aims to gather information on women’s access and use of infrastructure facilities and identify issues which hinder women’s meeting their needs. The findings of the study are policy advices to support Government in implementing gender-responsive and ethnic inclusive private infrastructure development initiatives.
VRS was contracted to conduct: (i) a quantitative survey with 2,000 women users in 5 sample city/provinces, namely Hanoi, Thanh Hoa, Lao Cai, Dak Lak and Soc Trang; and (ii) a number of FGDs and KIIs with Key Informants from DPIs, DoTs, DoHs, DOLISA, WUs, NGOs, SOEs…
