About Project

The proposed Climate Adaptation through Irrigation Modernization Project (Phase 2) (CAIMP2) will support the Lam Dong and Quang Nam provinces of Viet Nam to increase sustainable agricultural and water productivity in priority geographic target areas. The CAIMP2 will address these constraints through two outputs: (i) modern irrigation and drainage infrastructure developed; and (ii) efficient on-farm water management practices adopted. These outputs will result in the outcome of modernized irrigation and drainage systems (I&DS) in two provinces and made climate change resilient. The project will be aligned with the following impact: sustainable agricultural and water productivity increased.

TRTA consultants will draft necessary ADB project documents, appendices, due diligence reports for the investment package (both physical and non-physical) for the project outputs 2 and 3. The detailed tasks of the Consultant include:

  1. Review draft IP documents and proposed SPs proposal to assess the technical feasibility of the proposed SPs, and provide constructive comments and recommendations to improve their qualities and/or rectify draft IPs and SPs proposal;
  2. Provide necessary inputs to other individual consultants, particularly the agricultural project economist to prepare: (a) inception progress report and final progress report; (b) preliminary DMF following ADB requirements, and cost estimates for each subproject;(c) preliminary outputs and activities profiles in line with the intended outputs 2 and 3;
  3. Collect and review existing data and reports, in collaboration with the hydrologist and climate change specialist to assess: (a) the current and planned water supply and/or drainage capacity of each SP; and (b) the available flow at the intake for each target I&DSs covered in each SP to understand the current irrigation practices, water usage and verify the technical feasibility of the proposed modernizations in SPs and IPs.
  4. Through the above process, establish the baseline performance and the expected performance with the project in terms of productivity and efficiency of each target I&DS;
  5. For the project output 2, conducting a comprehensive review of the technical feasibility of the proposed SP but not limited to the following aspects: (a) assessing the economical, practical, sustainable and climate adaptive of the proposed modernized I&DS designs and layouts with proposed overall capacity, (b) evaluating if the proposed modernized I&DS designs and layouts can support crop diversification and cultivation of high-value crops, and (c) determining if proposed modernized I&DS designs and layouts with proposed overall capacity meet irrigation water requirements and proposed cropping patterns;
  6. For the project output 3, reviewing if the proposed interventions in each SP align with the concept outlined in the approved concept paper.
  7. Identify potential inefficiencies in the I&DS proposed in each SP, including water losses due to evaporation, seepage, and inefficient irrigation practices; and;
  8. Recommend appropriate measures to further improve the performance of each proposed I&DS taking into account the impacts of climate change.
